The five opportunities refer to the joint development of Tianjin, Beijing and Hebei Province; the development of the Free Trade Pilot Zone; the development of National Model Area for Innovation; the development of the “Belt and Road” and the development of Binhai New Area.

We’ve got an unprecedented advantage if you consider the five opportunities we currently have. The joint development of Tianjin, Beijing and Hebei province is a job summoned by the Party’s Central Committee, the purpose of which is to have a wider scope of development. The Free Trade Pilot Zone was set up as a national test bed for the model and a possible local development momentum. The National Model Area for Innovation serves as a model for others to copy. The “Belt and Road” refers to that Tianjin is the easternmost point of the Eurasian Continent and the economic corridor of China, Mongolia and Russia. The city is also an important relay point on the Maritime Silk Road. Binhai New Area is actually a developed zone which has proven its success on many fronts.

The implementation of these five opportunities would provide leverage for Tianjin’s development and we foresee a golden era of development. In the “13th Five-Year Plan” period, Tianjin’s economic goals are:

Build a rich city of high quality and efficiency. Keep the pace of economic growth steady and rapid. Keep growing the brick-and-mortar economy. Optimize and upgrade the industrial structure while improving their quality and efficiency significantly. Take the open economy and internationalization to a new level. Greatly enhance the comprehensive strength and influence of the city. The city’s average GDP increases by 8.5% annually. Service industry accounts for over 55% of the city’s GDP.

Build a vibrant and competitive city of innovation and entrepreneurship. Make the mechanism of innovation even better by attracting a large number of talents. Independent innovation would surge and the R D expenditure will reach 3.5% of the city’s GDP. Lead the nation with the comprehensive level of science and technology innovations.

Build a city of sound and beautiful ecological environment. Accelerate the construction of ecological civilization. Lay out a fundamental resource-saving and environment-friendly plan. Basic industrial structure, economic production and life would form. Air and water quality are to be improved significantly. Green rate would increase dramatically.

Build a glamorous city of cultural prosperity and humanity. Socialist core values would affect everybody’s daily life. Patriotism, integrity, innovation, pragmatism, open-mindedness, law-abidingness and social ethics would prevail. Public ethics, scientific and cultural understanding, and health would be improved significantly. Cultural soft power would be increased significantly.

Build a resource-sharing, secure, harmonious and happy city. Public service system would be perfected and equalization steadily improved. Democracy and the legal system would be better. A safer and more orderly production and living standard would be installed. Income growth would come together with the production efficiency and economic growth. Major health indicators of the city’s residents would reach the world’s top level.

2016 is the first year of full implementation of the “13th Five-Year Plan”. The main target is the city’s economic and social development: GDP growth of around 9%, the general public budget revenue growth of 10%, total fixed asset investment growth of 12%, total retail sales of consumer goods growth of 10%, urban and rural income growth of around 9%, and hit the target of carbon saving.
